wood city. we are going to continue with the cooler temperatures as the fog spreads back into the forecast. dense fog near the coastline, into tomorrow, tell be slower to clear. so we'll continue to see color temperatureless tomorrow and all the way -- temperatures tomorrow and all through the weekend. five deadly shootings earlier this week in oakland. the victims targeted, police say the murders are not connected, instead they are part of a citywide crime problem. the chief today announced a new crime-fighting program called operation cease-fire. a pastor of one of the largest churches in oakland says the program does not go far enough to reduce the rising tide of violence. >> you have the fourth most dangerous city in america >> i think what we need to do is declare oakland a state of mother-in-law. >> we just described to -- a state of emergency. >> we've just described what's

taken place here. >> five murders in 8 hours. >> they should say these shootings are out of control, this is not afghanistan, this not iraq >> 94 murders within the last 10 months or so >> it's alarming that we talk about the number of homicides as if 90 people being killed in our streets is not a real big thing. i guess because it's based upon the past. >> the people here today are key community patterns in the city's operation cease-fire, lifelines to safety. in the program which we'll launch in about two week, we expect to reduce resed yichl, focus on -- recidivism, and building trust within the community. >> we need to declare the city of oakland under a state of emergency, get control of the shooting, the homicides going on, and then we can talk about these programs, cease-fire, and all this stuff. right now, as far as the community is

concerned that i represent, it's out of control. >> the 94 homicides to date in oakland are an increase from last year when they were 85. and the rising murder rate is not the only problem facing oakland police. legal papers filed today mean the possibility that the police department may be taken over by the federal government >> it's unconscionable and immoral for us to wait anymore. >> the mayor and everybody want to get it done, but at the end of the day, they haven't. >> they're not in compliance with the management of internal affairs. they're not in compliance with use of force and use of force reports. they're not in compliance with the span of control having a number of sergeants, a smaller number in this case, supervise the officers. they're not in

compliance with ipass, which is the identifying problem officers. >> the attorneys say oakland has had more than nine years to implement these changes with better identifying and tracking problem officers. in vallejo, the two men police say were shot to death by a neighbor yesterday are now being described as the life of their neighborhood. >> reporter: the people who live in this quiet suburb say the shock from the shooting may never wear off. two familiar faces along folkstone way are dead. a make shift memorial now stands where they died. a third man facing charges for a double homicide. >> the two that are killed have families, wives. it's just bad all the way around. >> reporter: as news of the killings makes its way through

the neighborhood, friends and longtime neighbors of the 50 and 58-year-old men who died drop flowers and cards off on the driveway where were shot. one of the men's names was mike. he owned this home. >> his garage was a central hub for the neighborhood to hang out, baseball game, stand around and talk. >> reporter: he says mike and his friend doug were in the garage wednesday when they got into an argument with a man who lives directly across the street. >> he got upset. he's a veteran marine who has been diagnosed with ptsd. and so apparently he walked across the street, got a gun, came back, and shot them both. >> wow. >> yeah, it's -- all three were friends. >> reporter: neighbors say he is scheduled for an arraignment on friday.

five people have died, and 30 others in six states are ill after receiving steroid shots for back pain. they all contracted a rare form of meningitis. and officials are concerned that hundreds, perhaps thousands, may have received the tainted steroid injections. a steroid from a specialty pharmacy in massachusetts is now suspected. that pharmacy issued a recall last week and has shut

down operations. the steroid was sent to 75 facilities in 23 states, including california. american airlines says that its mechanics will fix the floor mounts in 48 of its 757 planes in order to prevent the seats coming loose. engineers figured out an additional preventative step to upgrade the mechanism that locks the seats to the floor. the carrier said 50 flights were canceled today, and 44 would be scrapped tomorrow because of the work. >> much cooler out there today. i'll tell you what the forecast is for fleet week coming up.

start the festival 12 years ago. thursday, she and an army of roadies were putting the final touches on the stages and venues >> we've got most of the audio and staging up, a lot of signage still needs to get it. >> reporter: it starts on friday with a kids' day then opens up to the general public on saturday and sunday from 11:00 to 7:00. there are six stage, and each day will feature dozens of acts, all free. last year, 750,000 people showed up over three days. this is happening on a very busy weekend here in the bay area and that has added an extra challenge for organizers, specifically in how people will get to the park. >> with all of the other things going on, i just want there to be safety concerns with regards to public transportation, respecting the neighborhoods, that's a big priority for us, that people leave this event and
